On behalf of Stable Events, welcome to the physical activity facilities forum 2023 at De Vere Cotswold Water Park.

We have a new plan for sport and physical activity, courtesy of the new strategy from the Department for Culture, Media and Sport, Get Active: A strategy for the future of sport and physical activity. In it, the government sets out its ambitions for tackling the high levels of inactivity and ensuring the sport and physical activity sector is accessible, inclusive and sustainable. The report confirms what most of us working in our industry already know: we have adapt and innovate to meet the evolving needs of users, we have to update and improve our existing facilities in line with local needs, we have to continue to upskill our workforce and we have to evidence our success. If not, we will fail to move the dial on inactivity and impact the people who need our services most. The physical activity facilities forum is a wonderful opportunity for you to network with professionals working across all aspects of the sports and physical activity sector, from design and build through to fit-out, services and programming – in short, the very people who can help the government meet its aims for driving participation.

This directory provides details of all of the companies and professionals attending the forum and I hope it will be a useful guide both during and after the event.

Steve Welch, Strategic Lead/Leisure Operation, Sport England Title: “The Future of Public Leisure – pivot to Active wellbeing.” SYNOPSIS: This session will explore the Future of Public Leisure following the report that was published by Sport England in December 2022. It will explore the principles as well as a discussion around how areas can

pivot from a traditional leisure service to an active wellbeing service.

BIOGRAPHY: Advocate and drive improvement across the sport and leisure sector to improve the efficiency and effectiveness of major investment into public and private leisure provision. Provide strategic leadership for Sport England's portfolio of National Sports Centres.

Ollie Bell, Co-founder & CEO, ROSTER Title: “Game On: The Intersection of Web3, Sport and Physical Activity.” SYNOPSIS: This session will discuss the ways that Web3 is set to transform how organisations engage participants and members, build communities, and deliver services in an ever-evolving digital era.

We’ll cover what web3 is, the opportunities and challenges that providers, operators and organisations face, deep diving into how Web3 is set to disrupt the traditional business models, ushering a new era of innovation in the sector. BIOGRAPHY: Ollie Bell is an award-winning entrepreneur, consultant, and storyteller, with over a decade of experience successfully scaling organisations within the Sport and Physical Activity sector. He brings unique perspectives to his work, taking complex topics and making them accessible to all. Born out of a desire to always remain at the cutting-edge of new thinking, Ollie has gained top-tier certifications at Harvard and Oxford University, studying Public Narrative, and more recently, Blockchain Strategy. Lisa Forsyth, Director, Max Associates (Holdings) Ltd Title: “The Changing Landscape of the Management of Council-Owned Leisure Centres.”

SYNOPSIS: In March this year, HMRC announced a significant change to the VAT treatment of Local Authority Leisure Services. The revision means services are classified as non-business supplies for VAT purposes. This means local authorities pay no VAT on their income, as well as reclaiming all the VAT they incur on the related costs (revenue and capital) unconditionally. Lisa is no VAT expert but considers this revision in the light of the political landscape where a number of councils are choosing to in-source their leisure centres and Sport England’s ‘Future of public Sector’ report in 2022, which aligns leisure services to an active wellbeing service.

How will these and other factors impact how leisure services are managed in the future?

BIOGRAPHY: Lisa has been working in the local authority leisure industry for 25 years; working as a consultant for the previous 15 years. Lisa’s career in the industry started at operational level managing local authority leisure centres. She continued to gain experience by heading up a business development department of one of the leading local authority leisure contractors in the UK. She joined Max Associates in 2008, is now a Director and is a member and passed board member (Treasurer) of the Chartered Institute of Management Sport & Physical Activity (CIMSPA).

David Minton, Director, Leisure DB Title: “Active Ageing.”

SYNOPSIS: While the NHS have a financial incentive to keep people independent and out of hospital, the fitness industry doesn’t, why? Fitness is missing out on a billion-pound business opportunity that could mean doubling in size?

BIOGRAPHY: With over 30 years’ experience in the health and fitness industry, David Minton, founder and director of Leisure DB, holds a unique insight and perspective on the developments in the health and fitness sector. David is widely sought as mentor, advisor and consultant to a broad collection of worldwide health and fitness organisations. The company’s standing in the global fitness market is testament to David’s achievements. Working with many of the top UK fitness operators and public sector clients, fortunately David thrives on a challenge. He works with leading journalists and publications to spark debate within and create support for the leisure and fitness industries. Leisure DB is recognised as the go-to for market trends, data and insight on the fitness industry. Undertaking an annual audit of all UK fitness gyms, the resulting State of the UK Fitness Industry Report, published annually, is the most accurate source of market intelligence.

Paul Reed, Director & Sport and Leisure Sector Lead, GT3 Architects Title: “Sports & Leisure as Part of the Changing UK High Street.”

SYNOPSIS: The Modern High Street undergoing a seismic shift in what it offers to its local and wider community. GT3 sport and leisure sector lead, Paul Reed, will explore the challenges surrounding how traditional sport and leisure facilities can broaden their range, becoming true community hubs, whilst looking to enhance the UK high street offer. BIOGRAPHY: Paul is a Director and Sport & Leisure lead at GT3 Architects. Having joined GT3 in late 2017, he has built his extensive expertise and knowledge in sport and leisure across a 18+ year career designing and delivering world class sporting facilities of all scales, from community based leisure centres to elite training academies and international stadiums. Paul has particular passion for getting people active and leads a number of initiatives around Inclusion and sustainability in the Sport and Leisure sector. Since joining, Paul has headed up numerous Local Authority leisure facilities, in excess of £300M+ in value, with wide ranging and varying facility mixes, each enshrined in its local context and providing the local area with a facility they can be proud to call their own.

Lyndsey Barrett, Lead Occupational Therapist, Sport For Confidence

Title: “Levelling the Playing Field; Hardwiring sport and physical activity into health and social care.”

SYNOPSIS: In 2020, Sport For Confidence embarked on a strategic partnership with Adult Social Care at Essex County Council and Active Essex, to deliver the Prevention and Enablement Model (PEM). The pilot sought out to evaluate the impact of a whole system approach, placing physical activity at its core and measured the impact on improving the lives of people living with disabilities and/or long-term health conditions. This session will discuss the delivery and outcomes of the pilot independently evaluated by The University of Essex and State of Life which evidenced elevated physical activity levels amongst participants in line with the rest of the population and delivered social value of £58.71 for every £1 invested. BIOGRAPHY: Lyndsey Barrett is the Lead Occupational Therapist and the co- founder of Sport for Confidence CIC. Lyndsey has a passion for creating opportunities through sport and physical activity, empowering people and enabling choice. She champions the value and impact of Occupational Therapists working in the sport and physical activity sector and has received a British Empire Medal for Services to Disability Sport and an Honorary Degree for Distinction in Industry for the Promotion of Occupational Therapy and Sport.

Mark Bjornsgaard, CEO, Deep Green Technologies Title: “How Does Deep Green Heat All of the UK’s Swimming Pools for Free, and Reboot Local Economises at the Same Time?”

SYNOPSIS: In March 2023, Deep Green announced they had installed a piece of technology in Exmouth Leisure Centre which supplies most of the heat the pool needs, for free.

In his presentation Mark, the CEO of Deep Green, will explain how a Deep Green unit works to capture the heat given off by computers and feeds that energy into the pools’ existing heating system.

Deep Green’s revolutionary technology will transform the fortunes of local pools as local communities, councils and business leaders get behind the business and start to utilise the cloud services it offers.

BIOGRAPHY: Before becoming CEO of Deep Green Mark grew multiple businesses from scratch to scale. Back in the early 00s he was the co-founder of Artists First, the legendary music software platform which helped transform the industry from CDs to digital downloads. His current portfolio includes Lifted www.liftedcare.com/ (Senior care - a JV with British Gas), Altogether www.altogetherdental.com/ (a US based dental healthcare business, a JV with GSK) and Secret Source www.secret-source.eu/ (augmented tech teams, based in Spain). He is an investor in Caldera www.caldera.co.uk/ (Heat Batteries, Europe), Colibri www.colibriteams.com/ (augmented tech teams, US), Optect www.optect.com/(AI flame detection), New Change FX www.newchangefx.com/ (FX data aggregation) and Alt www.ctrl-alt.co/ (FCA registered fractional ownership). He holds a number of other board positions and previously consulted to a range of FTSE 100s on M&A strategy and innovation.

Marianne Boyle, Director of Membership & Sector Development, ukactive Title: “How ukactive are Supporting the Growth and Development of the UK Fitness and Leisure Sector.”

SYNOPSIS: Exploring Vision 2030, the vision for growth and development across the fitness and leisure sector, for more than five million new participants drawn from a greater diversity of backgrounds. We will look at progress made since the launch of the strategy in 2022 and the key milestones that need to be achieved for us to be successful in getting more people, more active, more often and securing a viable and sustainable sector for the future. BIOGRAPHY: Marianne Boyle is the Director of Membership and Sector Development at ukactive. Marianne’s career to date includes over 15 years working in the public sector within both Public Health and Leisure Services with extensive knowledge and experience in managing leisure services and delivering revenue and capital programmes including multi-million pound sport and leisure projects. Throughout her time with local government and in the Higher Education sector, Marianne has been responsible for steering significant strategic change to improve the development, management, and delivery of services in the long term. As Director Membership and Sector Development Marianne’s role is to provide ukactive’s membership with an outstanding experience, impactful events and marketing, and expertise that benefits the sector and consumers across areas such as health, inclusion, digital, children and young people, infrastructure, and campaigning.

Tara Dillon, CEO, CIMSPA Title: “Preparing for the Pivot.”

SYNOPSIS: Future proofing the sport and physical activity sector and the workforce of tomorrow.

BIOGRAPHY: Tara was appointed as CEO of the Chartered Institute for the Management of Sport and Physical Activity in January 2015. Tara began her career in sport and physical activity as a lifeguard in her local centre back in 1987, whilst studying. Having gained hands-on experience within local authority leisure, various management positions followed until in March 2001, she was appointed as Contracts Manager at DC Leisure Management.

After six years with DCLM, Tara accepted the role of Executive Director of IQL-UK Ltd where she remained until her CIMSPA appointment.

Tara has a passion for the sport and physical activity sector which drives her to constantly aim for improvements across the industry. Tara is at the forefront of CIMSPA’s work, delivering initiatives that professionalise the workforce and enhance the career prospects of those working in sport, leisure and fitness.

The Jubilee Hall Trust is a charity that aims to build strong healthy communities by promoting the fitness and wellbeing of the individuals within them. The Trust operates four health, fitness and sports centres in Covent Garden, Hampstead, Southwark and Westminster and also manages outreach community programmes such as dance classes for older people, Healthy Heart programmes and even free Sundays for all residents in Covent Garden!

The trust delivered over 316,000 activity sessions in 2019/20 – with 28% of them free or concessions – generating £2.1m in social value, an increase of 31% over the previous year.

Jubilee Hall Trust was delighted to be recognised as a Top 25 Great Place to Work in the UK in 2019 and 2020.
